Regression : Horizontal scroll bar disappears after moving mouse in 'Application' section of devtools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Application' section and then click on 'Clear storage' option in LHS.
3. Now open console drawer using 'Esc' key and resize the console drawer so as scroll bar is seen in 'Clear storage' window,observe
 
Actual: Horizontal scroll bar disappears after moving mouse cursor to 'Clear site data' button
Expected: Horizontal scroll bar should not disappear after moving mouse cursor to 'Clear site data' button

This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2896.0
