Regression: Unnecessary focus highlight is seen on 'Google logo' for first instance in chrome://settings/help

Chrome Version: 61.0.3163.39 Revision 13880e9afd3e987ce49d7e0c3c3d0cb652474a30-refs/branch-heads/3163@{#389}(64bit)
OS: Mac(10.11.6, 10.12.3,10.12.5) 

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/help
(2) Right click on 'Google logo' and observe.

Actual: Unnecessary focus highlight is seen on 'Google logo' for first instance after right clicking on it.

Expected: No such a focus highlight is seen on 'Google logo'

This is a regression issue, broken in 'M-61', will soon update the other info:

Good Build: 61.0.3132.0
Bad Build: 61.0.3134.0

Note: Issue is not seen on Windows and Linux OS.

I guess this one is not focus, but highlight.
I don't think this does not anything harmful, so lowering priority to 2.

Able to reproduce the issue on Mac 10.12.6 Using latest Canary-62.0.3179.0.

I can repro this. It appears to be harmless. Please change the priority if I'm misunderstanding the impact of this issue.
