Notifications are overlapped during Playstore auto installation.

Chrome OS version: 61.0.3163.38, dev build
Platform version: 9765.21.0, dev channel caroline device
M-61 build

Steps:
1. On new user sign in/ re-optin of Playstore, auto install of playstore apps start off.
2. Observe the notifications screen during this set up. Notifications are overlapped as the set up is in progress.

Expected result:
Notifications should not get overlapped during the Playstore auto installation of apps is in progress.

I don't think it's happening still ?

I see this issue still persisting on M-61 beta build (Chrome OS- 9765.52.0, 61.0.3163.75).
But, I don't see this issue happening on M-62 dev build (Chrome OS- 9901.0.0, 62.0.3201.0).

I think this is fixed. We have fixed some code in NotificationListView.
