should ChromeOS Chrome log to syslog before logging to file is available?

Issue description

I am asking because the code that sets up the log file (and switches it after login) is complex and can fail in many ways.  Failures are logged, but in some cases that will be ineffective because there isn't a log file yet.  Logging to syslog is immediately available when chrome starts.

I thought that Chrome logs to stderr in that case, which ends up being redirected to /var/log/ui/ui.LATEST. Is that not the case?
