Implement ODS backgrounds for VR browser

During the M-62 cycle, a 360-degree stereo background was prototyped.

In the future, UX will supply such backgrounds.

The resources may need to be pulled in via Component Updater.

The initial background landed, minus ODS.

Ian and Tibor are now working on refining the component and incognito/full-screen specifics.
