Issue description

Google Chrome	61.0.3163.38 (Official Build) dev (64-bit)
Revision	0
Platform	9765.21.0 (Official Build) dev-channel

Steps:
1. Install any app from Playstore
2. See that launcher pops up after app is installed.

What happens ?
Launcher apps overlap with shelf
