Revert "Make chromium.fyi:Fuchsia (dbg) compile-only for now."

This reverts commit 64e71d6bb9247df7c6aa667ff3bc4b40e9e5207d.

Reason for revert: component/debug has been revived, so the bot should be fine to do real test runs now.
