Smooth scrolling is not 'smooth'

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9765.16.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.30 Safari/537.36
Platform: 9765.16.0 (Official Build) dev-channel edgar

Steps to reproduce the problem:
Scrolling in general

What is the expected behavior?

What went wrong?
I'd highly highly suggest adding an option in settings to disable smooth scrolling. For the average user chrome://flags is intimidating and as it stands, smooth scrolling is a horrible experience on low powered chromebooks.

Standard scrolling is leaps and bounds better, faster and ironically smoother.

Adding a setting as been discussed and rejected (e.g.  issue 575222 ). Windows has an OS-Level setting for this that Chrome's smooth scroll respects. The general philosophy of Chrome is highly resistant to configuration options so I don't think this will change.

If you're experiencing performance issues with smooth scrolling that's something we'd definitely want to have a look at. In general, the smooth scrolling feature works quite well so perhaps there's some cases it's breaking for you? You can submit a performance trace that we could take a look at to see if there's a bad case we're hitting. Instructions: https://www.chromium.org/developers/how-tos/submitting-a-performance-bug

It'd also be useful to know whether this happens on all pages or just some.
