When developing with service workers it's not uncommon to clear storage and start from fresh (either for testing or to get out of an unusual / bad state).

When the developer does this, the Cache Storage drop down will not be displayed after a service worker has created a cache.

What steps will reproduce the problem?
(1) Go to https://workboxjs.org/
(2) Clear Storage under the Application tab and note the Cache Storage drop down is gone.
(3) Refresh the page so a new service worker installs. Notice that the Cache Storage down doesn't appear. Refreshing the page will continue this behavior.

Please make the Cache Storage drop down show on a new cache.
