No documentation for treestatus EXPERIMENTAL

Issue description

We now allow closing the tree for some boards via the tree status.

The tree status UI does not document how to do this, and despite having multiple documentation links.... none of them mention how to do this.

I made a random guess, but don't know if it's correct.

I added a paragraph to the Tree Sheriffs document here:

Is there another document that would be more visible or more appropriate to hold this info?

The best answer is to update the text in the tree status app itself.

I think we have done that before, but I don't know how.
Good call. I found crbug/639060 which seems to discuss how to update the text in the app. I'll take a look.
