Apps shortcuts would be better launched as apps

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: 1. Go to the new tab page 2. Click on the "Apps" button 3. Right click on an app and select "create shortcut" 4. Launch the shortcut What is the expected behavior? The shortcut is launched with the "--app" parameter, so no navigation bar is shown. Using the "--user-data-dir" parameter, the app uses its own dedicated directory. So it doesn't launch any browser extension, making the launch instant. What went wrong? - The navigation bar is unused in apps. - Extensions notably increase launch time.
