This test is no longer working with PlzNavigate folowwing the switch to NavigationSimulator in NavigateAndCommit. This is because it is making the assumption that the message loop won't be run as part of the test infrastructure, while it is run when PlzNavigate is enabled. We should fix the test and re-eneable it.
