Launcher shortcuts created from chrome (add to homescreen) aren't removed upon uninstall (on nexus devices)

Issue description

Steps to reproduce the problem:
1. Open any website in chrome
2. Add to home screen
3. Uninstall chrome

What is the expected behavior?
All shortcuts/icons created by chrome should be removed from the home screen.

What went wrong?
Shortcuts are retained at the home screen. Clicking on them just gives a toast "Application not installed".

Did this work before? N/A 

Chrome version: Beta 60.0.3112.78  Channel: beta
OS Version: 7.0.0
Flash Version: Shockwave Flash 26.0 r0

It works properly on other vendor's devices, such as:
Samsung S4/S5
Sony Xperia SP

The default launcher is always used when testing.

Able to reproduce the issue using Chrome Stable & Beta# 60.0.3112.78 and Chrome Dev# 61.0.3163.27 on #7.0.0 Pixel device. Observed the shortcuts are still seen even after Chrome being uninstalled.

Observing the same behavior seen since Chrome  #55.0.2841.0.

Was able to reproduce it on an Honor 7 (5.0) now as well. So it might not only be nexus related.
