Regression: Unnecessary scrollbar is seen on audit section Devtools

Issue description

Chrome Version: 62.0.3179.0 b5b73b0139e1b065902ba751610210b6322c827f-refs/heads/master@{#492477}

OS: Mac(10.11.6, 0.12.3,10.12.5), Linux(14.04 LTS).

1. Launch chrome, Open NTP and open Devtools window
2. Click on 'Customize and Control Devtools' icon > select ‘Dock to bottom’ 
3. Navigate to ‘Audit’ section and observe scroll bar

Actual: Unnecessary scrollbar is seen on audit section after dragging it upward
Expected: No such scrollbar should be seen.

This is regression issue, broken in ‘M 62’ and will soon update other info :
Good build: 62.0.3165.0
Bad build: 62.0.3166.0

Using the per-revision bisect providing the bisect results,
Good build:62.0.3165.0(Revision:488876).
Bad build:62.0.3166.0(Revision:489161).

You are probably looking for a change made after 489098 (known good), but no later than 489099 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.5 and Able to reproduce in latest Canary #62.0.3179.0
Status: Fixed (was: Assigned)
Fixed with new UI that landed may 2018.
