[CrOS] ChromeOS stuck at boot screen

Chrome Version: 62.0.3175
OS: ChromeOS

What steps will reproduce the problem?
(1) Add this patch to chrome: https://chromium-review.googlesource.com/c/596497 (Wed Aug 2 20:48:57 2017)
(2) Deploy Chrome to ChromeBook (I have tried Samus and Elm)
(3) Reboot

What is the expected result?
We can see the login screen.

What happens instead?
Can not login to the system, UI will stuck at boot screen.
