What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > In 'Connect to Network' screen Connect to any Wi-Fi network 
(2)Now in EULA screen click on 'Learn more' link and observe for Default Focus on Close Icon in "Help' page
(3)Now press 'Tab' button ad observe for Focus on Close Icon in "Help' page (Please refer video)

Expected: 
a)On clicking 'Learn more' link default Focus should be seen on Close Icon in "Help' page
b)on pressing 'Tab' button Focus should be seen on Close Icon in "Help' page
Actual: Instead 
a)Default Focus is seen missing on Close Icon in "Help' page
b)on pressing 'Tab' button Focus is seen missing on Close Icon in "Help' page

This is Non-Regression Issue seen from M-55

1)Issue is not applicable to Linux,Windows OS
