Regression: Content get hide after dragging devtools window to RHS

Issue description

Chrome Version: 62.0.3179.0 b5b73b0139e1b065902ba751610210b6322c827f-refs/heads/master@{#492477}

OS: Windows(7,8,10), Mac(10.11.6, 0.12.3,10.12.5), Linux(14.04 LTS).

Steps to reproduce:
1. Launch chrome, navigate to NTP and open DevTools
2. Click on 'Performance' tab and drag devtools window to RHS, observe

Actual: Content get hide after dragging devtools window to RHS
Expected: Content should not get hide after dragging devtools window to RHS

This is regression issue, broken in ‘M 60’ and will soon update other info :
Good build: 60.0.3097.0
Bad build: 60.0.3098.0

Good build:60.0.3097.0(Revision:471158).
Bad build:60.0.3098.0(Revision:471507).

You are probably looking for a change made after 471208 (known good), but no later than 471209 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.5 and Able to reproduce in latest Canary #62.0.3179.0
