Regression: Mobile network is not displayed in OOBE screen until it starts connecting. |

Issue descriptionChrome Version: 61.0.3163.38/9765.21.0 dev channel Daisy,Minnie,Jerry,Peppy OS: Chrome OS What steps will reproduce the problem? (1)Recover build via USB >> Navigate to 'Connect to Network' screen (2)Now connect mobile dongle to the device and Observe Expected:Mobile network should be displayed in 'Connect to Network' list immediately after dongle is connected(i,e; Mobile network should be displayed when connection is initializing.Please refer Expected video) Actual: Instead mobile network is not displayed in 'Connect to Network' list until it starts connecting.(Please refer Actual video) This is regression issue as same is working fine in M-58. Note: 1. Issue is seen in latest M-62 as well 2. Issue not applicable to Linux and Windows OS Attaching screen-cast for reference.
