Regression : Unable to drag horizontal scroll bar to extreme R.H.S

Issue description

Chrome Version: 62.0.3179.0 (Official Build) b5b73b0139e1b065902ba751610210b6322c827f-refs/heads/master@{#492477} (32/64 bit)

OS: Windows(7,8,10), Mac(10.11.6, 0.12.3,10.12.5), Linux(14.04 LTS).

Steps to reproduce:
1.Launch chrome and navigate to 'chrome://settings/'.
2.Resize window to L.H.S ,scroll horizontal bar and observe.

Actual Result : Unable to drag horizontal scroll bar to extreme R.H.S in chrome://settings.
Expected Result : Should be able to drag horizontal scroll bar to extreme R.H.S in chrome://settings.

This is Regression issue broken in 'M-62' and will soon update the bisect info.

Able to reproduce the issue on Windows 7, Mac 10.12.6 & Ubuntu 14.04 using chrome latest version-62.0.3179.0.
Manual bisect info:

W.R.T comment #3 Retested the above issue on latest Canary #62.0.3193.0 on Windows(7,8,10), Mac(10.11.6, 0.12.3,10.12.5), Linux(14.04 LTS).
Issue is still reproducible.

Just to update the latest observations, issue is still reproduced on the latest Canary #63.0.3204.0.
