Issue descriptionChrome Version: 62.0.3179.0 (Official Build) b5b73b0139e1b065902ba751610210b6322c827f-refs/heads/master@{#492477} (32/64 bit) OS: Windows(7,8,10), Mac(10.11.6, 0.12.3,10.12.5), Linux(14.04 LTS). Steps to reproduce: 1.Launch chrome and navigate to 'chrome://settings/'. 2.Resize window to L.H.S ,scroll horizontal bar and observe. Actual Result : Unable to drag horizontal scroll bar to extreme R.H.S in chrome://settings. Expected Result : Should be able to drag horizontal scroll bar to extreme R.H.S in chrome://settings. This is Regression issue broken in 'M-62' and will soon update the bisect info. Manual bisect info : Good Build: 62.0.3179.0 Bad Build : 62.0.3178.0

Able to reproduce the issue on Windows 7, Mac 10.12.6 & Ubuntu 14.04 using chrome latest version-62.0.3179.0. Manual bisect info: ------------------ Good Build: 62.0.3178.0-Revision-492239 Bad Build : 62.0.3179.0-Revision-492477 Per revision bisect info: ------------------------ You are probably looking for a change made after 492372 (known good), but no later than 492373 (first known bad).
