Expected:Page should navigate up and down after clicking on that arrow. Actual:Instead Page stays idle. Able to reproduce the issue on Mac 10.12.6 using latest canary #62.0.3179.0. Only the image changes but the page remain idle.

Using the per-revision bisect providing the bisect results, You are probably looking for a change made after 481206 (known good), but no later than 481208 (first known bad).
