Regression: Page in not navigating up and down using the arrow button in Google privacy page

Issue description

Chrome Version:62.0.3179.0 dev
OS: Ubuntu 14.04, Windows

Steps to reproduce:

>Launch chrome and Navigate to above url.
>Click on the arrow mark with blue round focus and observe.

Expected:Page should navigate up and down after clicking on that arrow.
Actual:Instead Page stays idle. Only the image changes

This is a Regression issue broken in M-61

Able to reproduce the issue on Mac 10.12.6 using latest canary #62.0.3179.0.
Only the image changes but the page remain idle.

Using the per-revision bisect providing the bisect results,

You are probably looking for a change made after 481206 (known good), but no later than 481208 (first known bad).
