Regression: DevTools Security panel contents are chopped during resize

Chrome Version: 62.0.3179.0 (Official Build) b5b73b0139e1b065902ba751610210b6322c827f-refs/heads/master@{#492477} (32/64 bit)

OS: Windows(7,8,10), Mac(10.11.6, 0.12.3,10.12.5), Linux(14.04 LTS).

Steps to reproduce:
1. Launch chrome, navigate to WWW.google.co.in and open devtools.
2. In devtools navigate to 'Security' tab and hit F5 key to reload the page.
3. Select https://google.co.in from 'Main origin' section,drag window to the R.H.S and observe .

Actual Result : Contents gets chopped on dragging window to R.H.S in devtools security section.
Expected Result : Contents should not get chopped on dragging window to R.H.S in devtools security section  

This is Regression issue broken in 'M-61' and will soon update the bisect info.

Able to reproduce the issue on Windows 7, Mac 10.12.6 & Ubuntu 14.04 using chrome latest version-62.0.3179.0.
Manual bisect info:

Good Build: 61.0.3144.0-Revision-483234
Bad Build : 61.0.3145.0-Revision-483574

Per revision bisect info:

You are probably looking for a change made after 483292 (known good), but no later than 483293 (first known bad).
