Slow and Laggy performance after update came through for newest version of the beta

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.31 Safari/537.36 Steps to reproduce the problem: 1. Disabled Extensions 2. Restarted computer 3. Cleared Cache What is the expected behavior? Snappy tab switching and loading as well as no lag when manually minimizing and maximizing the window. What went wrong? I was using the browser normally and saw that there was a update to chrome due to the green update button in the upper right. When I updated and relaunched the tabs and window became extremely laggy to the point of unusability. Tabs take too long to load. Did this work before? N/A Chrome version: 61.0.3163.31 Channel: beta OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 26.0 r0

Tested in chrome # 61.0.3163.31 and Canary #62.0.3180.0 on win 7 and not able to reproduce the issue. @cataclysm528: Could you please reset the chrome://settings and if possible,Please create new profile without extensions and apps.Re-check once and let us know the observations of the issue which would help us to triage the issue further. This issue seems to have popped up in the latest stable build. Version 61.0.3163.91 (Official Build) (64-bit) / Windows Should also mention that I had this issue when it initially popped up on the beta build, and had to downgrade to stable to actually make the browser useable again. Disabling all extensions didn't help either.

Did some further testing: Tested the latest Beta & Dev branches, issue still occurs. Tried disabling all extensions + closed all tabs. Issue is gone until I have a few tabs open (3-5+). This was also occurring with new tab & about:blank pages which use barely any resources. Tried disabling Hardware Acceleration as that has caused weird issues in the past, no luck either. Reverted to Stable 61.0.3163.79, issue still occurs. Fairly sure I went straight from 60.0.3112.113 to 61.0.3163.91 though, skipping this. Reverted to Stable 60.0.3112.113, issue appears to be fixed again.
