Regression: Unwanted scrollbar is seen on Cookies page

Issue description

Chrome Version: 62.0.3179.0
OS: Ubuntu 14.04, Win

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to chrome://settings/content/cookies
(2)Add a cookie, click on edit button Zoom in and Zoom out the page b/w 75% to 85%


Expected 
Unwanted scrollbar should not be seen

Actual
Unwanted scrollbar is seen

This is a Regression issue broken in M-62

Able to reproduce the issue on Win-10 using chrome version #62.0.3179.0.
Issue is not seen on OS-Mac.
