Japanese/Chinese and other languages do not correctly have spaces collapsed/removed

Project Member Reported by gman@chromium.org, Aug 8 2017

Issue description

Chrome Version: 62.0.3178.0 (Official Build) canary (64-bit)
OS: All?

What steps will reproduce the problem?
(1) Go here https://jsfiddle.net/greggman/zyvnLewx/

What is the expected result?

The first page of Japanese has no gaps (see attached screenshot)

What happens instead?

There's an incorrect gap everywhere there was a line break in the HTML

Try it in Firefox and it's displayed correctly. The behavior appears to be specified in CSS Text Module Level 3 section 4.1.2

This is by design for CSS2, and CSS Text Level 3 has improved the logic to support i18n scenario better. We're planning to support in LayoutNG as you pointed out, but no one is working on for the current engine atm.
