git-drover confusing warning and meaningless choice ("Are you sure you wish to bypass [CQ]?")

Issue description

Problem with git-drover in depot-tools with Gerrit.

When landing a cherry-pick onto the Chromium tree, you always get this warning:

"""
About to land on 3163. Continue (y/n)? y

It seems this repository has a Commit Queue, which can test and land changes for you. Are you sure you wish to bypass it?
Press Enter to bypass CQ, or Ctrl+C to abort
"""

That's scary and it's not clear what either choice actually means. It turns out that the choice is meaningless: Chromium's branches do not have a CQ. Pressing Enter is exactly the same as pressing Ctrl+C then clicking "Submit" in Gerrit.

This warning should just be bypassed as it is meaningless (at least on the Chromium beta branch).
