Random padding when using responsive window

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.31 Safari/537.36

Steps to reproduce the problem:
1. Run VS code with live server
2. Open webpade
3. Use chrome dev tools responsive view
4. Resize window a bit quick

What is the expected behavior?
Adds random side padding usually on the right side

What went wrong?
Adds extra padding on the side makes me think the code is wrong but its just the responsive preview

Did this work before? N/A 

Chrome version: 61.0.3163.31  Channel: beta
OS Version: 10.0

This is most likely due to no meta viewport tag, and default 980px width kicks in. Please comment here if that's not the case.
That is not the case, i do have the tags. Navbar looks fine when not using chrome tools and resizing browser window normally to replicate mobile view. 
Did you try on the real mobile device? The difference in mobile vs desktop is pretty substantial, so resizing browser window does not replicate it at all.
