Offer unregister and reload when developers view a localhost page with 404'ing service worker

When a developer works on an offline web app on a port, stops the service and re-starts it for a new project, they often get confused as to why the previous page is being served.

If DevTools could detect that the service worker is no longer returning a valid response and offer to unregister the service worker and reload the page, this would help developers context switch and avoid this confusion.
