Notify Developers of Service Worker Usage in Network Panel

Issue description

At the moment developers aren't aware that Service Workers are controlling a page or that they can find out this information in the Application panel.

To overcome this adding some kind of visual notification to developers in the network panel informing them that a Service Worker is controlling the page would help encourage developers to explore the the Application panel.

Current version's Devtools>Network: if a network request was intercepted by the service worker and was returned with a cached response (hence no data was transferred over the network), in the request table that request's "Size" indicates its response was "from ServiceWorker".
