Provision 10 additional reef boards for testing in the lab

TL;DR; - for unified build testing, we need an additional 8 boards in the lab (6 for bvt and 4 for cq).  This will be transitional, but will be needed for the foreseeable future in order to launch unibuilds for reef.

Requests for new hardware need to go through buganizer, and
need to involve cros-distros.

In this particular case, however, the issue is that the current
reef allocation is a DVT allocation; once there's a PVT allocation,
the size won't be a problem.

The PVT allocation has already been requested through standard
channels; see b/35983540 and b/64026244.
