Loosing tabs when reopening Chrome from an external link

Issue descriptionChrome Version : 59.0.3071.115 OS Version: OS X 10.12.6 What steps will reproduce the problem? 1. Open chrome, and open some tabs navigating in different pages on each one 2. Restart your machine (it will close the browser automatically) 3. The computer will restart with chrome closed 4. Open Franz (or similar, app with links) 5. Click on a link...it will open chrome (as it is my default browser) 6. Chrome opens with only one tab...the link I've just clicked 6.1: No "restore tabs" message is shown 6.2: Other tabs are not reopened, even if I have marked "Continue where you left off" in my settings. 7. Go to history and "Recently Closed" is empty What is the expected result? All the tabs should re-open...or at least, the "recently closed" should be useful. Also, the "full history" page could be organized by the last tabs...showing the history of each tab, instead of the whole history...just an idea :) What happens instead of that? Please provide any additional information below. Attach a screenshot if possible.
