Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Enable "chrome home" in about://flags
(2) Navigate to news.ycombinator.com
(3) Scroll to the bottom and try to click on the search box

What is the expected result?
The hit test goes to the search box and the on screen keyboard pops up.

What happens instead?
The hit test goes above the search box and the user ends up clicking on a link.

I think this could be a regression from https://chromium-review.googlesource.com/c/560641 but I didn't confirm that.
