"Work Offline" feature is ignored (network calls still succeed)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.13 Safari/537.36

Steps to reproduce the problem:
1. Open Devtools using F12, set the "Disable cache" and "Offline" checkboxes on.
2. Execute an AJAX call using any webpage, while offline.
3. Calls succeed, even though the application is "offline".

What is the expected behavior?
Network calls should fail.

What went wrong?
Calls succeed, even though the application is "offline".

Did this work before? Yes

Seems to be working after updating chrome to: 62.0.3175.3 (Official Build) dev (64-bit).

Not sure if it's related to the update or simply due to a computer restart.
