Preferences work today in both classic ash and mash, thanks to the pref servicification work. However, there are still some refinements to add to make it easy to write code that works in both environments.

We also need to clean up some code that uses prefs in a way that works in classic ash but not in mash.

This is a tracking bug for those efforts.
