chrome://tracing -> Save results in Download warning

Issue description

Chrome Version: 62.0.3178.0 (Official Build) canary (64-bit)
(and assuming earlier versions too? at least 61 which juts branched...)
OS: Win10

What steps will reproduce the problem?
(1) Trace anything in chrome://tracing
(2) Hit save

What is the expected result?
Saves file

What happens instead?
Download is blocked by safe browsing and need to go through hoops to "Keep" file.

This is actually a server side issue, and doesn't tie to any chrome version. I'll ask SB backend to whitelist chrome://tracing/

Happens on Linux too: I get the uncommon download warning on the foo.json.gz file.

We could whitelist downloads coming from the chrome:// scheme, though it's likely we could fix this faster / more accurately on the server side.

Oops: I mean we could do it client-side, but server-side is better.

It happens on all desktop chrome. I've contacted bineval team. Kathy is going to whitelist this very soon. I'll mark this issue as fixed once the whitelist entry is in.
