authpolicy: Consider turning off seccomp failure logging

Issue description

Right now, authpolicy_debug 3 in crosh enables seccomp failure logging, which whitelists some syscalls. Consider checking /etc/lsb-release for
  CHROMEOS_RELEASE_TRACK=testimage-channel
instead once stabilized (disadvantage: testers can't enable it).
