Regression: Unnecessary readings appears twice on performance section of devtools.

Issue description

Chrome Version:62.0.3178.0 (Official Build) cdd15784955039742fe9a8235581922d41b82d78-refs/heads/master@{#492239}(32/64 bit).

OS: Windows (7,8,10), Mac (10.11.6, 10.12.3,10.12.5),Linux (14.04 LTS).

Steps to reproduce:
1.Launch chrome, navigate to NTP and open devtools.
2.Now go to 'Performance' section and click on recording button.
3.Now enter text in chrome search box ,stop recording and observe.

Actual Result: Twice readings appears on performance section of devtools.
Expected Result:Twice readings should not appear on performance section of devtools.

This is regression issue broken in 'M-62' and will soon update the bisect info:

Using the per-revision bisect providing the bisect results,
Good build:62.0.3176.0(Revision:491883).
Bad build:62.0.3177.0(Revision:492183).

You are probably looking for a change made after 491937 (known good), but no later than 491938 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.5 and Able to reproduce in latest Canary #62.0.3178.0
Adding Release Block-Stable for this issue.Please remove if not the case.

M62 is branching soon and we will be taking only CRITICAL merges. Please plan accordingly.

W.R.T comment #2 Retested the above issue on latest Canary #62.0.3193.0 on Windows(7,8,10), Mac(10.11.6, 0.12.3,10.12.5), Linux(14.04 LTS).
Issue is still reproducible.

@pranjali.mahabdi -- Tested on latest Canary #62.0.3198.0 on Windows 7, Mac 10.12.6 and Ubuntu 14.04 and issue seems to be fixed. Attached the screenshot for reference.

Could you please check and confirm.

W.R.T comment #4 Retested the above issue on latest Canary #63.0.3205.0 on Windows(7,8,10), Mac(10.11.6, 0.12.3,10.12.5), Linux(14.04 LTS).
Issue is fixed and is working as intended.

Re-tested this issue on Windows 7, Mac OS 10.12.6 and Ubuntu 14.04 using the latest canary 63.0.3209.0 and can confirm that the fix is working as intended and no issue is observed.

Hence adding 'TE-Verified' label.
