Non-Regression:Unnecessary Scrollbar blink appears in Print preview page

Issue description

Chrome Version:62.0.3176.0/9816.0.0 dev-channel Falco,Reks
OS:Chrome

What steps will reproduce the problem?
(1)Sign in to user->Launch chrome and Press Ctrl+P for Print preview
(2)Click on More settings link and Observe(kindly refer video)

Actual:Blink of scrollbar appears
Expected:No such unwanted scrollbar blink should be seen

This is a Non-Regression seen from M-61

Note:Issue is not seen in Windows,Linux OS

@rbpotter: Please confirm the issue

Happens on Windows and Linux too, the trick is to get the browser window the right size (i.e. just big enough to fit the full set of settings once More settings is expanded).

Does this happen with the new Print Preview UI?
Status: WontFix (was: Assigned)
No longer happening in current Stable (71.0.3578.98).
