Cannot enable Quick Pin Unlock To Chromebooks

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9460.73.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.134 Safari/537.36
Platform: 9460.73.0 (Official Build) stable-channel gnawty

Steps to reproduce the problem:
1. Setup a supervised user, create user managed by supervised user
2. Enter chrome://md-settings/people
3. Click screen lock
4. Screen asks to confirm password
5. Enter password used at logon into chromebook

What is the expected behavior?
Able to log into the feature to configure screen lock

What went wrong?
Password not working.

I went into "chrome://flags/#quick-unlock-pin" and set "Quick Unlock (PIN) Chrome OS" with both "Enabled" and with "Default" (restarted chrome after both).

Unable to log in either way.

Did this work before? N/A 

Chrome version: 59.0.3071.134  Channel: stable
OS Version: 9460.73.0
Flash Version: 26.0.0.137 /run/imageloader/PepperFlashPlayer/libpepflashplayer.so

How is the supervised user in Step #1 related to step #2 and later? Which user were you logged in as for steps #2 and later?
