slow scroll (low FPS) when fixed element are rendered

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36

Steps to reproduce the problem:
1. open the next link, where I coded a reduced test case: https://jsfiddle.net/nery89/wpz1bmjn/6/
2. try scroll the result
3. click on "toggle ISSUE" to see the correct behavior.

What is the expected behavior?
scroll should run smoothly.

What went wrong?
scroll is very slow and there's a consistent FPS drop. Inspector "Performance" reveal 90% rendering issue

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 60.0.3112.90  Channel: stable
OS Version: 10.0

Unable to reproduce the issue on Win-10 using chrome reported version #60.0.3112.90 and latest canary #62.0.3178.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened the URL: https://jsfiddle.net/nery89/wpz1bmjn/6/
2. Scrolled the result.
3. Observed that the scroll ran smoothly without any issues as per expected.

Note: Same behavior is observed in firefox also.

costacurta.nereo@ - Could you please check the screen cast and please let us know if anything missed from our side. Also please check this issue on latest canary #62.0.3178.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Unable to reproduce the issue on windows 10 desktop and laptop both using chrome M60 #60.0.3112.90 and M62 #62.0.3180.0 .

@Could someone from gpu team look into this , as it might be specific to the gpu drivers.
