PDF not loading

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36

Steps to reproduce the problem:
1. Upgrade to the latest version 60.0.3112.90
2. When loading PDF from Salesforce doesnot open, worked on previous versoin
3. 

What is the expected behavior?

What went wrong?
PDF just opens in a blank page

Unable to reproduce the issue on Win-10 using chrome reported version #60.0.3112.90 and latest canary #62.0.3178.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened chrome browser.
2. Opened PDF from Salesforce by navigating to URL: https://resources.docs.salesforce.com/sfdc/pdf/salesforce_creating_on_demand_apps.pdf.
3. Observed that the PDF loaded without any issues.

mujahedthegreat@ - Could you please provide any other URL to test the issue from TE-end. Also please check this issue on latest canary #62.0.3178.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Is this issue specific to using Salesforce? Or do all PDFs fail to load? If it's Salesforce-specific, does it happen with all Salesforce PDF documents or just a specific one?
I'm getting this same issue opening any pdf from the web using windows on the same build.  I am using a computer on a corporate network with a web proxy.

I can reproduce by following any of the links here:
https://www.chromium.org/system/app/pages/search?scope=search-site&q=pdf

Chrome version: 60.0.3112.90  Channel: stable
OS Version: Windows Version 10.0.15063 Build 15063

The log in comment 5 indicates there was a crash. Can you get a crash report id? See https://www.chromium.org/for-testers/bug-reporting-guidelines/reporting-crash-bug
Still happens on Version 60.0.3112.101 (Official Build) (64-bit).

I've tried the crash upload process but so bar the crash dumps refuse to upload.
I'll keep trying.
If the crash reports won't upload, but is just sitting on your computer, feel free to them to me and I can take a look.

re: comment 9 - thanks. Can you actually file a new bug for that crash? I don't think your issue is related to the original bug reporters, so I would like to untangle the two.
