We need option encoding/ Chrome themes backgrounds are bad optimized.

What went wrong?
1. I can't change encoding in mobile and regular Google Browser.
2. Background in themes downloaded from Chrome Themes is not compatible with resolutions for 1920x1080.

Could you please provide a sample URL or test file with reproducible steps and expected behaviour to test the issue from TE-end. Also if possible please provide a screen cast or screen shot demonstrating the exact issue.
This will help us in triaging the issue further.
