Removal of SK_SUPPORT_LEGACY_MASK_BLUR causes rendering issues in Windows Profile-name UI

Issue description

I'm seeing visual glitches in the Windows Chrome profile-name UI. These lead to the current profile name being pretty unreadable. See attached screenshots.

I bisected this to Skia's removal of support for legacy blur masks - see https://chromium.googlesource.com/chromium/src/+/f6e9c3d9551fb627155335b02583de6d32037646

reed@ - does this look like a Skia bug? Or should the UI code be updated to draw this text differently?
