Steps to reproduce the problem:
1. Go to any page that scrolls but it is most obvious when page has text. E.g. https://beta.theglobeandmail.com/arts/books-and-media/joseph-boyden/article35881215
2. Scroll down so bottom to bar hidden. 
3. Touch down and scroll up slowly making the bottom url bar visible
4. Without lifting your finger (in same gesture) scroll down slowly making the bottom bar move to hide again.

What is the expected behavior?
Content should move down with bottom hide bar as it is hidding

What went wrong?
In step #4 content moves slightly up and down (sub-pixel trembling effect) as it moves with bottom bar hiding. Interesting enough, the effect is not visible when url bar is moving to show.
