The options to "Open all bookmarks" ("... in a new window") are no longer available from the "Bookmarks" menu

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36

Steps to reproduce the problem:
1. Add a folder with items to your Bookmarks
2. In the Bookmarks menu, mouse over the folder

What is the expected behavior?
Previously, this would open a list of the items in the folder, with options at the bottom to open all bookmarks, possible in a new window or an incognito window, at the bottom of the list (at least on my Mac; on Linux, those appear by right-clicking on the folder).

What went wrong?
The options to open all bookmarks are no longer there, and I can't seem to find any way to find them.

I am aware that I can show the Bookmarks Bar and then click on a folder there, in which case the options are there; but I prefer to keep the bookmarks bar hidden.

I can also open the Bookmark Manager, and from there I can also open all items in a folder, but that seems an excessively roundabout way of achieving this.

Did this work before? Yes 59, I think?

Yes, this is intended per  Issue 708813 
So, _without_ using the bookmarks bar, how do you suggest I open an entire folder's worth of bookmarks?

Please, lgrey, can you answer me this: I've arranged my bookmarks into folders among other things so that I can quickly and easily open a bunch of them in several tabs in a new window. I've liked accessing this from the Bookmarks menu precisely because it means I don't have to use the Bookmarks bar, which steals valuable screen real estate from the Chrome windows. How do I do now, on a Mac, open all the bookmarks in a folder?
I'd also note: there is now a discrepancy in the functionality available on Chrome 60 between Mac and Linux. On Linux, I can access the Bookmarks from the three-vertical-dots menu, and then "open all ..." is available through a right-click (where it has been for a while). On a Mac, that functionality is not available at all (it used to be at the bottom of the list of bookmarks in the folder). How is this discrepancy in functionality going to be resolved?
