Steps to reproduce the problem:
1. Inject CSS sheet (chrome.devtools.panels.applyStyleSheet) into dev tools
2. Try to style Shadow DOM
3. 

What is the expected behavior?
Styling the Dev Tools is still working

What went wrong?
Can not style anymore, as you can't pierce into the Shadow DOM (::shadow and /deep/ are gone) and basically everything inside Dev Tools is wrapped in Shadow DOM.

Did this work before? Yes Not sure when ::shadow was deprecated as well, but it was working in Chrome v59 I think.
