Old account picker codes were cleaned up in oobe.js/html (https://chromium-review.googlesource.com/c/601439) but in case we want to flip the old version back, we should still allow OOBE to have different build targets, just like login and lock screen.

Because that CL fixes a more urgent issue, I'll land it first. And address this with a separate CL.
