cbuildbot: create bluestreak-pre-cq

Create a pre-cq for project bluestreak which is an updated version of
Chromebox for Meetings on Guado i7 utilizing new set of external
peripherals. This pre-cq will use devices in pool:bluestreak-pre-cq that
are already up and running in Cassandra lab. More details on the need
and usage of this pre-cq can be found at go/bluestreak-pre-cq.
