[Mac] Images dragged from Chrome should have default file access permission

Right now when you drag a file from Chrome and drop it on the Desktop (or elsewhere in the file system), it's set to rw access only for owner, and no access for group or other. This means that if you move the file to a shared location on a network volume, no one else on the volume will be able to open the file.
