Chinese virtual keyboard layout isn't switched by "shift" key

Issue description

Chrome Version       : 61.0.3163.33
Platform             : 9765.17.0 - Quawks


What steps will reproduce the problem?
(1) open chrome://md-settings/languages >>Input method
(2) add Chinese Pinyin IME
(3) enable the 'Show input options in the shelf' option
(4) set IME to Chinese Pinyin, and click on Emoji palette in Input icon in the shelf 
(5) click on Keyboard button to get the Chinese Pinyin keyboard
(6) move the cursor in any input area and click on  "t". Then, able to see the Chinese characters on VK.   
(7) hit "Shift" key on the device keyboard, and check the virtual keyboard layout
(8) click "ttt" on VK, then "ttt" is entered. 
(9) hit "Shift" key on the device keyboard, and check the virtual keyboard layout 
(10)click "ttt" on VK, then able to see "t", then able to see Chinese characters on VK.  


What is the expected result?
On step#7, the layout should be switched to "En" from "中". 
On step#8, the layout should be switched to "中" from "En".

What happens instead?
On step#7 and #8, nothing happens on virtual keyboard layout.

Pinyin ime is switched by Shift key. However, the virtual key layout doesn't change.

Please provide any additional information below. Attach a screenshot if
possible.
Reproducible in 60.0.3112.80/CrOS 9592.71.0(Link), 62.0.3176.0/9807.0.0-Caroline
