Issue description

package build failing on chromium.gpu/GPU Win Builder

Builders failed on:

I've seen three instances of this today, in each case it looks like the upload to cloud storage is interrupted (following is an example from of the log files):
...   
Uploading   ...n32_e5e63e607292ffc1bc65e35ee52f2612d462ee27.zip: 336.07 MiB/1.09 GiB    
Uploading   ...n32_e5e63e607292ffc1bc65e35ee52f2612d462ee27.zip: 352.08 MiB/1.09 GiB 

I don't see any other log info related to the transfer so it seems like the job is being cancelled.

Looks like "isolate tests" command is failing. Not sure if it's a recipe problem or the service problem. CCing some folks who may know.

Looks like 1h buildbot timeout:

command timed out: 3600 seconds elapsed, attempting to kill
program finished with exit code 1
elapsedTime=3600.227000

I'm not sure why upload is so slow though. It jumped from several minutes to >40min. Seems it affects both 'isolate' and 'package build' steps, so it's unlikely it is something on Isolate server side.
